As with any organization, the success of the firm depends on the performance of the personnel overseeing the work.  John D. Mercer and Associates, Inc. has a group of dedicated professionals who, by their integrity and experience, provide the project management skills required for successfully completed projects. The firm has completed hundreds of projects for an extensive list of clients.

 
David W. Sheblak, P.E., V-Pres./Office Mgr.

The operations in the Edna, Texas office are under the direct supervision of Mr. David W. Sheblak, P.E.

Experience:  Mr. Sheblak has over seventeen (17) years experience in design of municipal improvements and related systems in the Gulf Coast Area of Texas. He serves as office manager and as  project engineer performing civil design, project inspections, project documentation and the supervision of technical personnel.  He is a native of Edna, Texas.

Mr. Sheblak is a Vice- President of the Firm and is Principal in Charge of projects in West Columbia, La Ward, and Jackson County W.C.I.D. #1.

Qualifications:  BSChE, Texas A&M University; Professional Engineer in Texas; Certified OSSF Site Evaluator;

Professional Organizations: National Society of Professional Engineers/Texas Society of Professional Engineers; Texas Society of Professional Surveyors;
 
John D. Mercer, P.E., R.P.L.S., President

The firm works and performs its duties under the guidance of its Founder and President, Mr. John D. Mercer, P.E.

Experience:  Mr. Mercer has over twenty-six (26) years of civil and environmental engineering experience.  He is responsible for approximately 13 employees in two separate offices.  His career includes design and construction of municipal water and wastewater facilities.  This combination of experience provides for an approach to design that is not easily found in other consulting or design firms.

Qualifications: BS Civil Engineering, Lamar University; Professional Engineer in Texas; Registered Professional Land Surveyor in Texas.

Professional Organizations: National Society of Professional Engineers/Texas Society of Professional Engineers; Texas Society of Professional Surveyors; American Water Works Association; Texas Municipal League; American Concrete Institute;  American Society of Civil Engineers.
